Now then, I'm curious about this Stan Shunpike arrest. Book 6 tells us
he was arrested after someone overheard him discussing plans involving
the Death Eaters - does this sound like Stan at all? He knows what he
reads in the Prophet, and I seriously doubt that anyone overhearing a
conversation based on that knowledge would mistake it for top-secret
information. Either the MoM is so desperate to look as though they're
doing SOMETHING about the situation, or - is it possible? - Stan wasn't
Stan at all, but someone else using Polyjuice? He'd be a great "cover"
for lots of situations, given that he's a bit of a dofus and not likely
to attract a lot of attention.

I know that Harry assumes the arrest is just an attempt on the part of
the MoM to look busy, but is he right?

Indeed it does, but couldn't the person consuming the Polyjuice only
use it when they needed to go out unnoticed to conduct some business in
public?

Yes, but if he's been in Azkaban for months, he probably isn't allowed
to have a stash of the stuff...and access to the real Stan for parts.
Besides, she did that one already with the fake Moody.

It's just a device for her to show that the new minister is nearly as
big of an idiot as the old one, and the ministry is "Do(ing) something;
anything!" rather than anything useful.

No, wait, you misunderstand me. I think they've got the REAL Stan
Shunpike in Azkaban, but my question is whether or not it's possible
that the person overheard discussing DE plans was someone else using
Polyjuice to pretend to be Stan.

The book tells us he was arrested after someone overheard him
discussing DE plans; it doesn't say he was immediately arrested,
though. It's entirely possible that they picked him up after the fact
(after all, it would take at least a bit of time to inform against him,
then have someone come over to arrest him, right?).

Sounds like the Bush and Blair administrations after some terrorist
attacks... She doesn't need to look far to see some real-world examples.

Yawn. So, how about the book then?
