I deleted the last 25 and most recently played from itunes
Ive tried uninstalling and reinstalling the software but it still
doesnt come up.
any help please?

If I get this right you deleted the smart playlists, right?
Below the column holding your playlists / library iTunes has a "+"
button to add playlists. When on a Mac, pressing "alt"/option will turn
the "+" into a little gear, clicking it will add a new smart playlist.
Presumably it's the same key on Windows, but I can't say for sure.
Otherwise just choose "new smart playlist" from the dropdown menu. You
will be presented a window allowing you to adapt it to your needs by
applying different rules for choosing tracks, way more interesting
things than last 25 & recently played, just go ahead and give it a try.
