Avant-garde director Julianna Krellner is from Springfield. Too bad
she is not a real person. Too I got zero hits when I put her name into
Google.
"Stab-A-Lot Itchy and Scratch the Musical" was named after "Camelot",
and spoofed "The Lion King" extensively. I never saw "The Lion King",
so when he held the baby up to the sky, it could have been "Roots" for
all I know.
Skinner got canned a-la that President at Harvard University who got
canned for the same reason.
The boys' schoolyard was a spoof of a movie that featured Snake
Pliskin, or a movie that featured Mr. Kersey. I just can't figure out
which!
The boy's cafeteria could have been a spoof of almost any prison film,
except "The Birdman Of Alcatraz". Or "Escape From Alcatraz". For some
reason, Alcatraz always had a clean cafeteria.

I've narrowed the list of states down to 15, since there are only 15
states which have greyhound racing tracks.
The 15 being
* Alabama
* Arizona
* Arkansas
* Florida
* Colorado
* Connecticut
* Iowa
* Kansas
* Massachusetts
* New Hampshire
* Oregon
* Rhode Island
* Texas
* West Virginia
* Wisconsin

But if you must obsess on this, we've seen Springfield is on the ocean, so
that would seem to eliminate the land-locked states on your list.
Of course, in the alternate universe of THE SIMPSONS, one could always
postulate a 16th state that has dog-tracks.
