No. There was never a full "Star Wars" story.
George Lucas created in a rough draft of IDEAS back in the 1970's, but
it was only a very rough story outline, not a full story. The actual
FULL storyline and script for each episode was written just before the
movie was filmed. That original draft idea has been dramatically
changed over the years as each mvoie script has been written.
The rough original ideas were at one point THOUGHT to be able to be
made in nine movies (the "trilogy or trilogies" rumour) or even 12
movies, but as the story became finalised it was cut back to only six
movies.
You can find some of the rough drafts of scripts up to Episode I at
http://www.starwarz.com/starkiller/scripts.htm Take a look at the
(alledged) Story Synopsis from 1973 and you'll see that the basic story
is there, but is only barely recognisable. Characters have changed, the
story has changed, etc.
As well as what we see in the movies, George Lucas has a pile of notes
that make up the backstory for characters like Boba Fett ... but again,
many of his original ideas have long since been chaged.

So this means that by the time the character of Bobba Fett was being
introduced/written in Episode V, his past (as shown in Episode II) had not
been conceptualized or thought of?

As above, a backstory / past for the many characters was created, but
that past has been changed for some of them. Boba Fett's background may
still conatin some of the original ideas (perhaps some were moved to
become Jango Fett's backstory).

Lucas had a 15 page back story, when he wrote the original trilogy, that
served as the foundation for the prequel trilogy. He didn't actually sit
down and start writing the script until November 1st, 1994.

Well, actually Boba Fett was introduced in the infamous Star Wars
Holiday Special. :-)

Correct. In the DVD commentary of one of the films (I forget which one),
Lucas says that he always intended Boba Fett to be connected in some way
to the storm troopers, but never went as far as how.
