does.
Instead of saying: 'computer, halt turbolift' maybe it's just easier to say
'halt turbolift'.

I think the computer does control the turbolift.
The lift appears to accept standard commands such as "level 4; halt; resume"
without being preceded by 'computer'. Conversations carried out inside the
turbolift are ignored by the computer, so may be it is limited to specific
commands.

If Picard wanted the computer to locate Dr Crusher, he said "Computer,
locate Dr Crusher"! If he wanted Riker to locate Dr Crusher, Picard
would have said "Locate Dr Crusher, Number One" or similar. In both
cases, he dictated what he wanted done and who was to do it.
Short of Riker sticking an iron girder across the turbo lift shaft,
there was only ever going to be one thing that could stop the turbo
lift, so was there ever the necessity to say "Computer, halt turbo lift"?
