I'd have to say Jack Bauer because he has one of the deadliest weapons
on Earth: Chloe O' Brien's sulk.

President Logan would be found cowering behind either his wife Martha,
Mike--how the hell did he get another job in government considering
his past?--Novick or his teddy-bear, Theodore.
