I know that the TOS episode "Assignment: Earth" was actually supposed to
be a pilot film for a proposed spinoff TV series. Has anyone ever found
more info about what the series was going to be like, if it had been
greenlighted? Such as a written proposal or outline for the new show?
In particular, I'm wondering just what the producer of the proposed
series had in mind for Gary Seven's "cat." Was she ever supposed to
have a speaking role in humanoid form, or would she always have been a
feline in the new series?

Not canon, but one might recommend the 'Eugenic Wars' books.
They feature Gary Seven and company.

Well, consitering that 'cat' happens to be from a temporal using,
highly advanced race not known (or at least ever mentioned) even in
the later series, I'd say there should be an interest. They meddle in
Terran affairs for centuries as if leading to a particular purpose.
Humans have encountered and know about many superspecies who take less
interest in them. Could these be the enigmatic Preservers? Q? Are they
a cat race or just shapeshifters? (If Star Trek had a better budget,
we may have seen if they were felinoid or that's just the way they
dress.)
Your response seems to show more sex fixation than Steve. Reminds me
of the MADtv or SNL sketch in which a senator can't help but see
nekkid boys in harmless artwork while denouncing the artist as a
pervert.

Back in the early Seventies, while my family was at a local mall, two
of my sisters returned shaking and excited. It seems they recognized
Robert Lansing from his character on that episode and spoke to him!
They got his autograph.

them look like something else.
Her name was 'Isis', an Egyptian Goddess.
And in ancient Egypt the cat was revered...
The Q I think they are not. They seem way too primitive for that.
Of those you mentioned I'd say 'The Preservers'.
Or maybe they belong to an interplanetary alliance that acts like a galactic
police force. Or peace keeping force.
They're goal seems to be the protection of Earth. And they use Earth people
to do it.
Gary had this to say about their planet: "They wish their existence kept
secret. Even in your time, it will remain unknown."
And apparantly they keep that planet of theirs hidden. Even in the 23d
century.

Cool!
We ate lunch in the Paramount commissary at the next table to Robert
Lansing. This was the day after the rerun of Assignment: Earth so even as a
little kid I knew darn well who he was! He stared at me (and with those big
eyebrows of his that was scary!) through the whole meal. My Mom had her
back to him and never saw him and hasn't forgiven me for not pointing him
out to this day. :-D

They also seem to have reached a different moral conclusion about
meddling than the Federation has. The Federation has the Prime
Directive of Noninterference because they believe that no one has the
wisdom or right to interfere in another developing culture. Apparently
Gary Seven's cat-people, or whatever they are, don't believe that.
It was odd that a pilot film depicting aliens meddling for good purposes
would get spun off from an existing TV series, Star Trek, in which such
meddling was often shown to be a bad thing only to be done as an
absolute last resort.
And if the cat-people's meddling was always for good purposes, why did
they keep their planet cloaked to remain unknown, as Gary Seven said
they did? What were they afraid of?

As we've mentioned, they have super technology relative to other
races. They're eager to help but don't want to cause bigger problems
by giving 'lesser' societies science and technology they're not able
to maturely handle.
It shows either confidence or arrogance that they reveal themselves so
readily Kirk and his crew but then we've seen the Federation reveal
themselves without handing over advanced sciences and tech (usually).
All a mtter of relativity.

When Shatner was at a Creation Con in King of Prussia PA, not far from
the Exton Mall my sisters met Lansing years earlier, he mentioned he
had to hitch a ride to the Devon Horse Show. Walter Koneig(sp) seems
to like mingling with the unwashed masses too.
I have no idea why Lansing was there since I didn't get to talk to
him. Not every actor seals themself behind ivory walls or walks
prominantly surrounded by troops. Some actually like to be normal now
and then. He might have had an engagement in the area and needed to
run an errand or just wanted to stretch his legs.

Oh, definitely; Koenig is always hanging out with fans. Maybe nobody else
will hang out with him. :-)

Sure. I've seen Betty White pumping her own gas, and loaned Gerrit Grahamn
my tire gauge at another gas station, and ran into Catherine Hicks in a
department store (we were both taking our fathers shopping). These people
DO lead lives, and most of them can go out into the world like normal
people.
