In TESB, Luke AND Yoda see pain in the future for Luke's friends in the
Cloud City. But Anakin's visions/dreams of Padme' suffering and dying
in childbirth were only seen by him. What control who sees whose
future?

If you re-watch ESB you'll notice that Luke forsees his friends on
Cloud City. Yoda doesn't necessarily forsee it at all, but simply
comments that through the Force you can see future and past events.
Very simply: Luke is thinking of his friends and so sees their future.
Anakin is thinking of Padmé and so sees her future.

Anakin often confides in Palpatine, so he didn't HAVE to have "planted"
the dreams.

I disagree. In TESB, Luke sees the future.... *AND* Yoda sees the
future of Han and Leia on the Cloud City. Luke asks Yoda whether they
will die, and Yoda says "difficult to tell; always in motion is
future". And Obi-Wan says even Yoda cannot see their fate even with all
his Force ability.
