I'm assuming that John Barry is still with us. If so, why nothing since TLD?
Is there a rift with EON?

Various reasons have been cited for why he hasn't done any Bond scores
since TLD, some of them verifiably true, some of them rumours, some of
them based on comments he's made in interviews, but I think the bottom
line is simply that he's done a lot already and doesn't particularly
want to do them any more. IIRC he suggested David Arnold to EON, so I
don't think there's any particularly bad blood there, although his
comments about the recent films have been less than enthusiastic at
times.

--- As his comments rightly are about the recent films. I'm surprised
that he may have even suggested Arnold to EON as I'm not sure what he
could've seen in his work as being on somewhat of a par with his own or
even interesting in a different direction. Admittedly, though, I
really am not aware of what other things Arnold had done prior to Bond,
but then again, even if I am aware and just never made the connection,
guess it only shows how unimpressive his work is.
