Voldemort instructed him on what to say and do. I think he was still able
to do some magic but not entirely himself. He had wormtail torture the old
lady before killing her, he took over Quirrel, and had wormtail do many
powerful things by influencing him.

Who ever said Wormtail was weak in magic? He might personality-wise be a
wimp and a toady, but he was also an Animagus, a wizard that could take
animal form and this is a very advanced and powerful type of magic, so much
so that all Animagus must file with the Ministry of Magic. Plus Wormtail
can also cast the Killing Curse, and this also takes a high degree of
magical prowess to do.
Moreover, the ritual Wormtail used took its power from SEVERAL sources, not
just Wormtail. From the Blood of Harry, the Bones of LV's father, the
potion inside the cauldron, from LV and his Horcruxes, and the flesh
(wormtail's hand) of a servant, and not just from Wormtail's magic.

McGonagall might have been more neutral, yet, I think she meant to say
he was weak in duelling rather than in general magic as she was talking
about his final battle against Sirius, which he apparently lost.
Sirius, on the other hand, wasn't neutral at all, after all those years
keeping his hate. Yet, whether Peter was good or not, probably neither
him nor James took the time to find out and considered him inferior to
them but let him hang around with him because he thought they were cool.
He managed to become an Animagus, so, is not that he is a completely
idiot, but surely he was insecure and clumsy. Even McGonagall confessed
she was harsh with him. After all those years, there may be a slightly
tiny chance he could have improved.
And about Voldemort... well... he kinda thinks he's better than
everybody else, so...
