Ok. First, RAB is Regulus Black, no doubt at least from me. Now the theory:
1. Regulus decides to leave the DE.
2. LV sends someone (surely Bellatrix) to kill him, so, there is a body
so people eventually finds out.
3. Orion Black, his father, is the one who wants dead the Dark Lord as
he killed his only son, so, is he goes to the Cave and switches the Lockets.
4. He writes the note but left his son's name instead, as he did it on
his name. He return to GP and left the locket there.
Remember they both died the same year (1979), so, even when we've
already discussed the fact that Regulus could have been poweful enough
to do the task, something I agree with, there is another theory to
consider. Now, tell me how I am wrong :).

....I wish that I could tell you how wrong you are. But the fact of the
matter is that I have been kicking the same thought around since seeing
the Black family tree. The more I think about it, the more I like it. It
is also a twist that the kids would buy. I give it a good chance.

interesting thoery but JKR could have had Orion die in the same year to
get him out of the way so that RAB had no one to get help from and thus
making it easier for him to be killed.

well i don't know about that but another possibility is maybe RAB went
to his dad and explained the deal with LV and how he knows the
whereabouts of a horcrux. we have been wondering who could have helped
RAB -maybe it was his dad!

In the hope that it would throw Voldemort off the track? Orion theoretically
still wanted to live, even if the only male offspring left was Sirius, who
had been officially thrown out of the family. Orion and Sirius are very
closely related astronomically; Sirius is a star very near the constellation
Orion. Possibly Orion Black and Sirius Black were also close.

Actually, I meant, hypothetically, to say that Orion claimed revenge in
name of his son and let LV to think Regulus did it before he was killed,
whether he died or not.
Honestly, this theory just popped in my mind (damn Occlumency! never
works!), so, I don't honestly believe it to be real, but it's not that
crazy to ignore.

It might be. Sirius speaks openly abot the terrible relationship he had
with his mother, and how his family were all crazy, but he only refers
his father as being paranoid.

It could work. And I have been woundering about the little brother's skill ever
sence Slughorn mentioned him. He seamed rather pleased that he was in his house
and from the inprestion I got from the older black brother I was surprised at
this. So I would say that your idea works or so does the rab one where little
brother did it. or May be they doth did it and that is why both died. Say does
any one remember how long after pop died? Maybe the potion had something to do
with it.

There has been lots of discussion whether Regulus was skilled enough to
go to the cave and get the locket. I personally think he was, for
several reasons, one of them, the Blacks must have a big knowledge of
Dark Arts, at least more than others. Yet, I think is weird that Orion
Black died that same year, although it could also being due to the fact
that he was affected first by Sirius running away, and later, that
Regulus got killed.
