JKR say that the school song is heard when DD is in a good mood. Now he is
dead(?) does that mean we will not hear the school song again, or will the
new head have it sung?

Maybe the "new head" will consult Dumbledore's painting in the office and
act on his advice? That is assuming that he is actually dead - there are
many conflicting theories on this. Personally I would wait until JKR writes
the seventh book - read it and find out - but that is a pretty "boring" way
with no cause for speculation which for some people is half the fun...

First, deal with it: is dead.

Two, Why would the new HM have to consult with him or any portrait? Did
DD was the first Head to sing the song? Doubt it. Surely that's a
tradition since the first days of Hogwarts and simply DD didn't felt
like singing it every year because he's a rebel ;), so, it depends on
the Headmaster.
So, if Umbridge where Headmistress again, they would sing it every day
:S (I remember we used to sing the national anthem and the School song
every Monday...)

and some people still won't accept the book answer, finding some
alleged loophole to prove their point.

Within the book, the question doesn't arise, since that came from an interview.
However, since JKR did say that, perhaps his painting will be heard singing at
some point in the story.
