Is none other than Colonel McBragg, who was an early 1960s cartoon
character who told of improbable adventures he'd had around the world.
His cartoons were produced by the same people who did Underdog and
Tennessee Tuxedo.

Commander McBragg was originally voiced by the late Kenny Delmar.
Whoever did the voice in this episode was way off and they should have
found someone else.
