Why did Bail order C3po's memory purged at the end of ROTS, but not
R2D2's? Was he afraid 3PO would "gossip" too much about what he knew. It
seems a simple order would keep him from talking. If they were ever
captured and "tortured" [as some droids were in RotJ, in Jabbas palace]
did Bail think C3PO more likely to talk under pressure. It does not
really seem like a relevant argument, as they would use downloading and
the "torture" would be in the form of invasive computer viruses and
technical stuff going on in the circuitry of the droids, not physical
torture.

You answered your own question. C-3PO is a blabber mouth who'd spill
the story at the drop of a hat, while R2 is more trustworthy (not to
mention unintelligble by most people).

There's no reason for him to talk. He's an Astromech, his job is to
talk to computers, not humans / aliens ... that's what Protocol Droids
are for. :-)

It does seem pretty unfair. Anakin and Padme trusted Threepio with the
secret of their elopement and he never let them down. He may be a flakey guy
in many ways but I don't recall him ever blabbing a secret in any of the
movies.

Astro droids were below notice. Protocol Droids are blabber mouths.
At one point early on Star Wars was described as the story of R2D2 and
C3PO. From a certain point of view it was the story of R2D2.

I think you've got that a little backwards. Star Wars was originally
going to be told from the droids' point of view. I've never heard of it
being the story of the droids. :-)

In the expanded universe, in Timothy Zahn's Dark Empire Trilogy,
astromech droid's memories are regularly refreshed/purged to improve
performance when meshed with an x-wing.

It was also written there that R2D2's memories aren't refreshed
regularly only because it was a special request by Luke Skywalker since
R2 is his personal astromech droid. Having gone to many battles
together, R2 is now attuned to what Luke wants that a refresh is no
longer needed to improve combat performance.

On the other hand, other astromech droids have no permanent pilot to go
with. Thus, the best way to improve performance is to simply purge the
memories and make the astromech adapt to his current pilot.

IMO, the order to erase C-3PO's memories was simply an additional order
to protect information. Bail already knew that R2's memories will
eventually be erased as a standard operation procedure for all
astromechs, thus there's no need to order a memory purge of R2.

Well that certainly seems a fair explanation, its a pity they didnt leave it
in the film.

Why? So it would make the whole thing funny.

Think about it. R2D2 is the only character in the entire Star Wars
saga that knows the whole story from all points of view. Everyone else
only has glimpses of the whole thing. Try re-watching the original
trilogy again with that in mind. Throughout the whole thing, R2D2
knows all about Luke's father, about Vader's secret daughter, and knows
Obiwan and Yoda are alive somewhere. R2 had personally seen most of
the Sith Lords and apprentices, all the Jedi Masters and their
padawans, and so forth. He has personally served the Republic
alongside great Jedi like Qui-Gon Jin, Anakin Skywalker, Obi-wan
Kenobi, and Yoda. He has seen the rise and fall of the republic, as
well as the destruction and resurrection of the Jedi Order.

The droid has seen it all. And yet, most of the time he's just
whimsically beeping and bopping all the time. When Luke, Han, and Leia
were slowly piecing together the history behind the Empire, they had no
idea the little droid beside them already knows the whole thing. It's
funny.

I can't help thinking that George Lucas was just having a laugh. I mean
think of all the fuss that was made by the fans... all the questions
that HAD to be answered... "why don't 3PO and Owen recognise each
other", "why didn't Qui-Gon disappear" etc.

At the end of the film it is just a case of... "oh by the way, Obi-Wan,
I have found how to come back as a ghost" and "oh have the droids mind
wiped". It just seemed like a quick, easy and funny way to answer these
big questions that fans have had for so long.

one additional quirk. No one thought R2D2 was important enough.

interface between humans or machines, or to simply repair things.

When Artoo belonged to Anakin Skywalker he modified Artoo out of all
proportion probably making Artoo very very unique, I wouldn't be
surprised if that's where he gets the independent streak he's got.
I also wouldn't be surprised if Artoo, knowing he was subject to a
memory flush at any time might MIGHT have taken steps to make sure
that those memories and the personality he created couldn't simply be
erased, after all, as long as he is doing his job, no one is ever
going to notice him.

They mention in the Dark Nest series that Artoo has data all the way
from the very beginning of the saga, but he kept that information to
himself to try to protect Luke and Leia.

I would like to see a short story on what Artoo remembers and what he
does with that information.

From a story point of view, it makes no sense not to have reformatted them
both. For that matter, it made no sense to let them witness the twins' birth
to begin with. Obi-Wan and Yoda should have just come out of the operating
room and announced that the twins had died during the operation. 3PO and R2
should have been melted down into scrap. Commonplace or not, those two
droids are evidence that links Senator Organa to Anakin's truncation and
oxidation episode on Mustafar - it was foolish to for him to keep them
aboard the Tantive IV.

Of course, the fans would have seen that as the murder of two beloved OT
characters (plus a rather serious continuity hole) so Lucas mindwiped 3PO
for continuities' sake and spared R2 from the big FDISK because continuity
could withstand that and it was a scream to reinterpret all of R2's OT
scenes in that matter. So Lucas did what he did and it was a fine dramatic
choice as far I'm concerned.

But it doesn't make sense to rationalize it within the story logic because
it isn't really that rational.
