Because when SW was written GL hadn't even dreamed up Yoda.
If you want an in stroy explination, Leia's main mission was to steal the
DS data tapes. Perhaps that mission took her past Tatooine and gave her an
opportunity to contact Obi-wan. If Bail also needed Yoda he'd likely have
sent another ship to Dagobah, perhaps that ship never made it or Yoda
simply refused to come.

A couple reasons to consider:
1. Bail Organa might not have known where Yoda was going. They may
have planned it that way for everyone's safety.
2. It's likely that it would be quicker to find Obi-Wan on a desert
planet than it would be to find Yoda on a swamp planet.
3. Obi-Wan would be less conspicuous carrying out the mission

The dialogue with Organa, Obi-Wan, and Yoda after the birth of the twins on
Antilles ship in the conference room in ROTS indicates that Organa new
exactly where Obi-wan would be on Tatooine watching over Luke.
And I can't totally remember the dialogue after Yoda's battle with Sidious,
but I recall Yoda telling Organa that he'd have to go into exile . . .
unfortunately I'm blank remembering if Yoda told him specifically Dagobah.
It may be that Organa or Antillies dropped Yoda off in the pod that landed
on Dagobah.
As to Obi-Wan being the "only hope" . . . it seems to me that the location
of Vader boarding the ship with Leia on it has a lot to do with Obi-Wan
being her "only hope" - the battle is over Tatooine . . . she "obviously"
knows he's there - the droids escape looking for the one hope nearest her
location. Dagobah is a bit of a distance from Tatooine.
What's the problem?

What I'm curious about is just when Y and O got the memo that Anakin has a
stepbrother and sister leaving on that particular moisture farm. Doesn't
seem like something Anakin would really have discussed with Obi-Wan given
how the Jedi would feel about his illicit visit home.

Obi-Wan knew Anakin had gone to Tatooine without his permission; he
found that out when he broadcast the message from Geonosis in AOTC. I
would be very surprised if, after returning to Coruscant, Obi-Wan did
not ask Anakin what he was doing on the desert planet. I'm not entirely
sure Anakin would tell Obi-Wan about the Tusken raiders' affair, but
it's likely he might have mentioned his stepfamily.

Actually, it was Leia who directly asked for Obi-Wan's help, not Bail.
But the main reason why it was Obi-Wan over Yoda is because Yoda went
to an uncharted planet. Dagobah, as mentioned in ESB, wasn't in any map
of the system. Yoda and Obi-Wan may have purged its location, the same
way Geonosis was erased from the archives.
And because Dagobah was an uncharted planet, no one, Bail, Leia and the
other rebel "scum" had no knowledge of it's location. Not knowing where
it is, they had no knowledge of where to contact Yoda.
And Yoda may have purposely hid himself even from his allies so that
should any of them be captured before the twins have developed, he was
safe to back them up should the need arise.
Obi-Wan on the other hand was known to have gone to Tatooine by Bail.
Thus, if there is any need for his services, he can be approached much
easier. Especially with Tatooine being a known planet in the system.

Tatooine is probably better known in the galaxy than Dagobah, but,
still, it is a pretty remote planet. In fact, as we learn in TPM,
Tatooine wasn't even in the Republic and, by the time of ANH, although
the planet may have fallen within imperial jurisdiction, the Empire
doesn't seem to have a permanent presence there (like a garrison or a
local governor) as Tatooine appears to be ruled by the Hutts.
