In the added scenes in RETURN OF THE JEDI, we see celebration on
various worlds seen in the films to the death of the Emporer &
destruction of the second Death Star
One of these worlds is Tatooine. Now MY question is, WHY would they
CARE that the Emporer is dead? Tatooine is in the Outer Rim, and
controlled by the HUTTS, NOT the Empire. Now, granted, if the Emporer
wants to march in a few battalions, there's really not much even the
HUTTS can do to stop him, but REALLY, the residents of Tatooine
wouldn't see the EMPIRE or the EMPORER as the threat, but the HUTTS.
Yeah, Jabba is dead, but he's not the ONLY Hutt. I'm sure there's
another Hutt that steps in & takes over when Jabba buys it (Tatooine
isn't LIBERATED from Hutt control just because JABBA is dead).
(PERSONALLY, I don't think the Emporer even CARED about Tatooine. I
think he just figured, "Let the Hutts HAVE that worthless mudball". If
he was the least bit INTERESTED in posessing it, he would have sent a
few divisions to take it from the Hutts. But as far as he was
concerned, the planet wasn't worth wasting his time or effort on.)
So why are THEY cheering? THEIR problem hasn't been alleviated by the
Emporer's death They shouldn't care LESS that he croaked.

I'm not sure if Tatooine is there or not, but one guess would be that
many people moved to the outer rim worlds specifically to avoid the
Empire, although many were probably low-level criminals.
Besides, although the Empire doesn't "own" Tatooine as such, it still
influences everything that happens in the galaxy, eg. hindering
technological development and movements, etc.

Since when? Just because the Hutts owned it in The Phantom Menace
doesn't mean they still do in Return of the Jedi.

I disagree with this. On the contrary, I think the Empire is gravely afeared
of Jabba leveraging his criminal empire toward the resistance. At this point
the rebels are quite a threat, not one that can be easily ignored anymore.
Jabba's resources could easily tip the balance. I think this is evident by
the fact that Vader is so eager to get the neat little Han Solo package back
to Jabba. I think they want to retain a neutral or slightly positive
relationship with the organized criminals on the outer rim, at least for
now.
