The thing with Bail and his wife always wanting to adopt a baby girl just
seems ludicrous to me. He's the ruler of a planet, if he always wanted to
adopt then why didn't he just go ahead and do so? It seems like a major plot
contrivance that's not particularly believable. Much better for him to say
"I'll take the girl and raise her as my own. My wife and I will give her all
the love and care she needs."

Would you prefer a change of the script to meet your standards?
How about Bail cheated on his wife with Padme. She is carrying his child.
Padme also cheated with Obi-Wan, so that's the reason the twins were
separated.
Anakin felt betrayed, so he force choked her.
Bail lies to his wife, thus since Anakin knew of this, Alderan's fate was
sealed.
Now, with that ending as I have wrote it, would you be satisfied if Master
Lucas were to implement it into his next version of Episode III?

How about they have always wanted to adopt a baby girl but have not yet got
round to it since they have been fighting a war for the past few years.

The actual line is "We've always talked about adopting a baby girl."
That's not to say they had already decided to go ahead with it. Fate
made the decision for them. It was the will of the force. :-)
