From what I've read/heard, GL wanted his voice to "creep over" to that of
the Emporer in ROTJ. Which is why they changed the pitch and timbre of Ian
McDiarmids voice in post-production. It *supposedly* starts at the beginning
of the Mace/Palpy fight.
Except the part where he is doing the whole "No! NO!" things, and"I AM the
Senate". Thats all Ian.

I think he was electrically burned by his own
lightening which burned/melted bones/face/hands and
the inside of his lungs. You can hear him struggling
for breath at times too.

What was also interesting in that scene was the way
Palpatine was full blast, getting burned, and talking
to Anakin claiming weakness. While if you listen it\
sounds like Mace is struggling terribly the
whole time.

According to the Audio Commentary on the DVD, Palpatine's voice was
digitally enhanced during his transformation into The Emperor.

Once he became The Emperor, his voice was not enhanced - it was real.
