Does anyone know anything about the new OT DVD package available at Walmart
for $33? The outside packaging shows the original posters from the trilogy.
Do the DVDs themselves have the original posters? Is anything else
different?

Don't you think it is all more in the hands of 20CFox and not GL

It's also not an uncommon practice. A lot of movies are repackaged every so
often.

And these DVD sites, is that how you know?
Fact is, Lucasfilm makes licensing agreements for DVD distribution.
Exactly the same with merchandise.
A company will pay Lucasfilm $X million for the license to distribute a
product, whether it be a DVD, soundtrack CD, lightsaber, action figure,
whatever.
The reason they do this, is because it removes Lucasfilm from the risk
of failure of return on investment. They get their money up front. The
success or failure of the product becomes the risk and responsibility
of the licensee.
Now, having said that - Lucasfilm can re-release a product at its
discretion, but most licensing agreement last several years. So if the
owner of the distribution license decides to repackage and redistribute
a product they have license to distribute, during the term of the
contract, they can.

I don't know about the Wal-mart re-release, but the re-release here in
New Zealand evidently does not have the bonus fourth disc.
They've also re-released the individual DVDs for Episode I and Episode
II here as well - that means all six movies are sort-of being sold at
once. :-)

Same, but minus the fourth additional DVD extras. So if you want the
extras... get the set that was released last year.
