Okay, so he's unable to interact with his fellow humans.

What gives?

Unlike a lot of other viewers, I don't feel any sympathy for Charlie.
The excuse "oh, he's just an adolescent who can't control his emotions"
cannot justify the evil things that he did, which included turning
people into lizards, wiping their faces of all features (the scariest
scene in that episode), casting them off into oblivion, and killing
them wholesale (ie. destroying the Antarres).

Of all the god-like beings that TOS crew faced off against, Charlie may
have been the most powerful and frightening of them all. It was a
no-brainer to consign him back to extra-dimensional exile.

Right, and really, there's nothing we can do to change what happened to
Janice. She was defiled by that little creep, and putting up with that

It was certainly a big relief when the Thasians took him back.

I bet it was a relief when they thought of that solution as well, without it
they had really painted themselves into a corner with that plot.
