Why didn't Sio Bibble replace Palpatine as the Senator from Naboo?

The answer is simple: The new Queen of Naboo appointed Padme to serve as
Senator when her own term as Queen was up; apparently she wasn't elected to
fill the place vacated by Palpatine, just appointed by the new queen.
Watch AOTC again, this is explained in great detail - the conversation
between Padme and Anakin after they've returned to Naboo (walking up the
steps towards the palace from the transport/ship docking station).

It doesn't say explicitly that Senator is an appointed position. Here's
what the script says:
"when the Queen asked me to serve as Senator, I couldn't refuse her."
That does make it sound like she was appointed by Queen Jamilla, but it's
not clear. Hell, if they elect a queen, why COULDN'T they appoint senators?
Does make me wonder about Palpatine, and the political maneuvering he did to
become a senator.

What about Alderaan ? Bail Organa is the head of the royal family, the
first chairman (i.e., the chief executive officer) *and* the senator
from Alderaan!
Later, his adoptive daughter, Leia, also has a seat in the Imperial
Senate. Obviously, none of them has ever been elected to their
respective offices. Should we conclude that Alderaan is an absolute
monarchy where the Organas are akin to the Saudi royal family on
21st-century Earth? It bothers me that Bail Organa is depicted as a
champion of democracy in the Senate while his own planet/kingdom
doesn't seem to have a democratic government.

It's not really explained at all. Queen Jamillia asked Padme to serve but
that doesn't explain why she didn't ask Sio Bibble. I think he would have
been an ideal choice to replace Palpatine.
