Can this be verified? I can't find any reference to this in the Los
Angeles Times or any U.S. newspaper, or on the Los Angeles County web
site. In fact, Northridge appears to be a part of the city of Los
Angeles, not a separate incorporated city, so there's no reason it
would have a mayor anyway (unless it was an honorary, ceremonial
position, like Johnny Grant, the Mayor of Hollywood).
I assume there is some substance to this story, but I don't know what
it is.

A while back there was a reform of the Los Angeles city government that
gave more autonomy to 'neighborhoods', including having local elected
councils (I'm not sure they're actually called "councils", though) with
limited powers. Again I'm not sure, but ISTR some or all of them also
have elected mayors. If so, I have no idea how much power or
responsibility the position entails.

You got it. Cartwright was made HONORARY mayor of Northridge. Some
foreign reporter didn't understand the term "honorary" and send out the
release which indicated she had been "elected", which made its way
around the world.
