IMHO Dowd is just another name for Q. They seem to be basically the
same thing. Like Organians, and The Squire of Gothos.

Kevin seemed quite limited in many ways. For instance
he didn't know that Picard was waiting for the house
to reappear towards the end.
But then Picard's outwitted Q a few times as well.
