I never heard them called hoodies, just hooded sweatshirts, and I don't
remember anyone connecting them with punkrock either, but when your
only modes of transport are skateboard and city bus, they provide a lot
of utility. Very light for the amount of insulation they provide.

London - Britain has a new public enemy - the teenager in a hooded
sweatshirt.

Hoods, no longer just an adolescent fashion statement, lie at the
centre of a debate over what many people, including Prime Minister Tony
Blair, see as an alarming rise in bad behaviour.

Mr. Blair says rowdy public drunkenness, noisy neighbours, petty street
crime, even graffiti and vandalism - are top concerns. He is
enthusiastically backing an English shopping mall's ban on hoods,
baseball caps and other headgear that obscure the face.

"It is time to reclaim the streets for the decent majority," Mr.
Blair told the House of Commons.
"People are rightly fed up with street-corner and shopping-centre
thugs...."

Several public places have banned hoods since a mall in Kent, eastern
England, got widespread publicity for doing so in May.

Mina Salani, 41, said she feels more comfortable working at a hair
accessory stall at a south London mall since it banned hoods. Some
teens shoplifted in hoods, knowing their faces would be hidden from
security cameras, she said.

"They look like gangsters," Ms. Salani said. "They look
frightening."

Derek Asante, 24, browsing at a nearby music shop, agreed with Mr.
Blair's diagnosis of Britain's problems.

"People being rude to you, showing they haven't got any respect for
you, it's really bad," he said. "I see it on the bus, on the
street, everywhere you go."

A few teens in a group hanging out at the south London mall had hooded
shirts but kept their heads uncovered. They said they knew the hoods
scared some people, but insisted they meant no harm and wore them only
to keep warm or in style.

"Because you've got a hoodie on, people pull their bag closer, they
take a few steps away," said Goonda Hassan, 21. "They think
everybody who wears a hoodie is a thief."

Mr. Blair has been highlighting the issue of boorish behaviour for
years. In 1998, he pushed through legislation empowering courts to ban
any number of anti-social activities, including shouting, swearing,
spray-painting, playing loud music or simply associating with the wrong
people.

Freshly elected to a third term, he is renewing the effort.

Mr. Blair is "in touch with a core middle England anxiety," said
Paul Skidmore, of the London think tank Demos. His support for the hood
ban "has clearly resonated with people."

Not everyone is at peace with it, however.

The Association of Chief Police Officers cautions against demonizing
any element of youth culture, saying it doesn't know whether hooded
teens are committing more crimes than other groups.

Mr. Skidmore said it's hard to know whether the boorishness Mr. Blair
talks about is becoming more common. He said one police officer told
him he gets the same number of calls about rowdiness as he did 20 years
ago.

With serious crime falling, people may be turning their attention to
lesser problems that were once overshadowed, Mr. Skidmore said.

And as traditional family and social ties weaken, communities find it
harder to cope with bad behaviour and look to the government for help,
he said.

Chav and ned hoodies are different from skate punk hoodies. The chav scummer
ones are usually named brand sportswear and of lighter material. Skatepunk
hoodies are black and of heavy cotton we generally wear them with really
long sleeves to protect the hands from grazes when skating. Chavs never wear
black.

A lot of what is said there is true The pikey chavs wear hoodies to hide
their faces when shoplifting and punk bashing. I seen em doing it and have
been on the end of attacks from them. They also tuck their pants into there
socks so that they can drop stuff down their pants when on the rob.

I went to junior school till 1979 and never had an enforced school uniform.
Just wore jeans, a shirt and trainers. At senior school it was enforced a
little more - black needlecord or canvas jeans and a white shirt. Never wore
a blazer or a tie. Guess I was lucky :)

We had to wear them, horrid nylon shitty things.
I had a non nylon melton type one in the first year, it was
a bastard to get the chalk off your back, from the other kids.
Chalking dicks/lines etc up your back was the in thing
Another trick was cover your hand in chalk and slap them on the back all
matey leaving a
big hand print on them.

Drawing dicks on seats was another thing, then you wouldn't sit on the chair
cos you'd become a bummer in spirit as the legend went.

I started comprehensive school in 1978 and we had the lot;
black blazer
white or light blue shirt
grey v neck
black shoes
black trousers
dark blue tie, at first tied as thich and as short as possible, then longer
and thinner. I used to tie mine backwards to make it thinner and tuck it
into my shirt between the buttons midway down, Joy Division style

I got into so much trouble for wearing drainpipes and cherry red docs. I was
the only punk in the year, all my punk mates were older and far greater in
numbers and they got away with it.

The headmaster was a religious nutter and suspended a boy and girl for
kissing, it made the papers.
Such a wanker, 'May god forgive me' before he beat you with the cane, real
hard and all pervy so my mates said, luckily I never got the wack off him.
But it was meant to be the most painful
